News Five Substitutions Rule Made Permanent By The IFAB

The International Football Association Board has made the five substitution rule permanent taking effect on July 1.

The IFAB ratified the modifications and clarifications to the Laws of the Game 2022/23 at its 136th Annual General Meeting (AGM) in Doha, Qatar, which will take effect on July 1, 2022.

Following a request from FIFA in May 2020 to preserve player welfare during the global pandemic, the IFAB adopted a temporary amendment allowing teams to employ up to five substitutions in top domestic and international events; this provision was extended numerous times.

The IFAB accepted the ABM's recommendations, the meeting of the Football and Technical Advisory Panels (FAP-TAP), and the widespread support from the football community to permanently include this option in the Laws of the Game in 2022/23. The current three substitute slots plus half-time limit was confirmed.

The maximum number of named substitutes listed on the team sheet is increased to 12 to 15 at the discretion of the competition organiser.
