Four Brothers FC defeated Star City, Dhangadhi 5-4 on penalties on Thursday to clinch the title.
Kamal Deuba had put Dhangadhi based 1-0 lead in 27th minute but Damodar Thapa leveled the score late in 87th minute.
Bikram Lama wasted a spot kick for Dhangadhi.
The champions received NRs 4 lakh and runners up team got NRs 2 lakh.
Damodar Thapa became the player of the tournament and received NRs 50,000.
