is the GOAL PROJECT in NEPAL Success???

I am wondering now that is the Goal Project in Nepal SUCCESS??

Accoring to FIFA website http://www.fifa.com/associations/association=nep/goalprogramme/index.html the financing of the goal project is as follows...

Goal USD 400,000
FAP USD 200,000
Association USD 200,000
Total costs USD 800,000

But the  result shows that Nepla is down by 53 places in FIFA ranking.......so is the goal project a SUCCESS in Nepal........
